The methodology detailed for the state-level research was replicated when contacting local government offices and agencies in the profiled cities and counties. Some additional supportive service providers were also surveyed at the local level; questions focused both on budgetary information and observations about the homeless populations served. The answers pulled from these inquiries were used, in conjunction with the state-level responses, to illustrate a homeless family's potential path to stability in each city, county, or state.
